An Integrated IT Management Framework for Scenario-Based Enterprise Analytics and Strategic Decision Optimization

Abstract

Enterprises increasingly invest in cloud platforms, enterprise systems, data warehouses, business intelligence applications, and analytical tools, yet strategic decisions often remain fragmented because governance, data, infrastructure, modeling, and user capabilities are insufficiently integrated. This study aimed to develop and quantitatively evaluate an integrated IT management framework for strengthening scenario-based enterprise analytics effectiveness and strategic decision optimiza_tion. A quantitative, cross-sectional, descriptive, explanatory, and case-based design was applied across selected enterprise cases using enterprise resource planning systems, cloud services, customer relationship management platforms, data warehouses, and decision-support technologies in financial services, manufacturing, logistics, telecommunications, retail, healthcare, and public-oriented institutions. From 360 distributed questionnaires, 312 valid responses were retained, producing an effective response rate of 86.67 percent. The model examined IT Governance and Strategic Alignment, Enterprise Data Integration and Information Quality, IT Infrastructure Flexibility and System Interoperability, Scenario-Modeling and Analytical Capability, Analytics-User Competency and Organizational Readiness, Scenario-Based Enterprise Analytics Effectiveness, and Strategic Decision Optimization. IBM SPSS was used for descriptive statistics, reliability analysis, factor analysis, Pearson correlation, multiple regression, simple regression, hypothesis testing, and diagnostic assessment. Cronbach’s alpha values ranged from .824 to .918, KMO reached .896, and Bartlett’s test was significant, χ²(630) = 4,052.63, p < .001. Enterprise Data Integration and Information Quality recorded the highest predictor mean, M = 4.14, SD = .54. The five predictors jointly explained 68.4 percent of analytics-effectiveness variance, R² = .684, adjusted R² = .679, F(5, 306) = 132.49, p < .001. IT Governance and Strategic Alignment was strongest, β = .31, followed by data integration and quality, β = .27. Analytics effectiveness strongly predicted strategic decision optimization, β = .765, R² = .586, p < .001. The findings imply that coordinated governance, reliable data, interoperable infrastructure, scenario modeling, and organizational readiness improve evidence use, risk evaluation, resource allocation, decision consistency, and responsiveness across enterprise environments.
